Data Center Migration

Can anyone direct me to the best way to coordinate and implement a data center Migration

I would like to maintain the original IP addresses while replication data base application from the secondary DC while the primary and new primary are being completed

If you are trying to migrate your entire SolarWinds environment, including DB and Polling engines, take a look at this Success Center article, which should answer most questions.
