Do you have access to any proxy servers or any other network gear in the path? Can you install Wireshark on your server? Or temporarily SPAN/ RSPAN a port?
Did you ever resolve this issue? Just did a fresh install of NPM 12.2 and i'm running into the same problem with the Manage Pollers > thwack Community Pollers giving me an error that Orion can't access https://thwack.solarwinds.com. I'm also using a proxy but I'm able to test the internet connection to solarwinds.com and thwack.solarwinds.com successfully on the proxy page and was also able to apply my licenses via online.

Ok I found a fix that worked for me. It's a little strange that you need to do this even after configuring the proxy settings under Settings > Product Specific Settings > Proxy Settings.
- Click Start > My Computer > C:\inetpub\solarwinds.
- Right-click web.config file and open with a text editor.
- Locate for <appSettings> section.
- Add the following parameters to the section, as given below:
<add key="proxyAvailable" value="true" />
<add key="username" value="username" />
<add key="password" value="password " />
<add key="proxyAddress" value="IP of the proxy server" />
<add key="proxyPort" value="port of the proxy server" />
- Click Save.
