    WebHelpDesk Change Process - What does status Deferred mean?


      I am in the process of rolling out WHD in my organization and I setup a change process that has 2 members and requires 2 votes to pass.  When I look at the voting history on these tickets I am often seeing a vote status of "deferred"; what does this mean?  See screenshot below:
