How does NPM determine node down

So this is getting more into the details of how/when NPM determines when a node is down.

I am using SNMP for monitoring (2 minute polling) a node and getting node down events every hour on one node.  It is not down long enough to trigger an alert (fifiteen mintues).  If i look at the availability statistics, I can see that there are some times 3 or 4 polls that have 0%.

So when does NPM decide that a node is down.  It sends an SNMP request, if it is not answered is the node down, and the next attempt will be determined by the polling interval?

Or is there some other action that occurs.  Like does it retry for x seconds or x attempts?
