This is very common issue in WHD 12.3.0. It is not a bug but can be said as a feature request.
Here is what you have to do to resolve this.
1. Go to Setup > Tickets > Request Types
2. Select the request type which you want in drop down of the task you are trying to create.
3. Select the Company Location Department as ALL.
4. Log out and login with the admin account.
You can see the request types in the drop down.
