To check this, open the Certificates MMC snap-in:
1. Run mmc (e.g. from the Start menu)
2. File menu > Add/Remove Snap-in
3. Select "Certificates" in left pane and then click Add
4. Select "Computer Account" (for LocalMachine) then click Next, and then Finish
5. Navigate to the certificate and double-click in the right pane. On the General tab that comes up, you should see a little key icon at the bottom, along with the text, "You have a private key that corresponds to this certificate." If not, that's the problem. The private key was not saved.
If the private key is present, click Ok to dismiss this dialog, and then right-click on the certificate in the right pane and select on the pop-up menu: All Tasks > Manage Private Keys. In that dialog, make sure that the Windows account that the service runs under has read access to the private key. If it doesn't, that's the problem.
6. If the above does not work you can follow the steps in the KB linked below to have the Solarwinds-Orion Certificate recreated.

I looked at the certificates on the Orion Server and found 4 Solarwinds certs. All were ok and had private keys associated with them, except for one, which was expired. I exported and deleted the SolarWinds-Orion cert anyway, then ran the Configuration Wizard as described in the link that you posted.
However, the configuration wizard failed upon completion, complaining about not finding a cert.
I'm thinking that I can either try repairing the installation, or import the cert again.

That should bring back the SolarWinds-Orion cert

HumanK Jul 11, 2016 1:28 PM (in response to scythe944)Try to open it using "Run as Administrator" The certificate looked like it fixed most of our Orion programs, but some still needed the "Run as Administrator" or we'd get the same error message.

Services configuration failed:
• Exception while configuring plugin Orion Core Services component Message Bus. Invalid provider type specified.
