Create Alert for tunnel

hi gays

i want to create alert for tunnel gre sometime tunnel down for 1 minute and up again . i dont want to send any notification for 1 or 2 minute condition is down .

i want to send notification when condition exist for 7 minute

i use change status item for this scenario and when use this item, item condition exist is gray out (not active )

any idea or solution for this scenario ?
