I would check the following:
Make sure you are logged in as an Admin with Node Management rights via Settings>Manage Accounts
The user adding the node should only need the second one, "Allow Node Management Rights", but I would have both set to Yes just to be sure.
If the user you are logged in as already has these rights, then try adding it via the SONAR Discovery via Settings>SONAR Discovery. This method is for adding multiple nodes, but I would still try it to see if it will let you do it this way.
If the rights check out and still cannot add it via the SONAR Discovery, I would run the SolarWinds Configuration Wizard again on your SolarWinds Application Server. And if that doesn't correct the issue, I would open a ticket with SolarWinds Tech Support via the SolarWinds Customer Portal.
If you hover over the Next button while you're on that page what link shows up in the status bar at the bottom of your browser? Is it a different domain (www vs. no www) than the one in the address bar?
