Alerts alternating between Down and Unreachable using NPM 11.5

When we were running on NPM 10.7 our node alerts operated as expected. We would get one alert when the node went down and one alert when it came back up. When we updated to NPM 11.5 alerts started flapping between Down and Unreachable which ends up spamming the mailboxes of everyone receivng the alerts. Does anyone have an idea what changed that would produce all the flapping and extra emails?
