High CPU alert on what type of device ? Is it Windows or Linux ? Do you have SAM in your environment ?
Yes we have SAM and we are teasting on windows
There is a built in alert in SolarWinds - have a look at that, Alert name is- "High CPU Utilization with Top 10 Processes".
Duplicate it or create a new alert and modify it as required. Make sure you are using WMI for polling /Agent based polling for the windows node.

I tried duplicating the alert however in the email triggered process consuming high CPU / Memory are not being listed.
what polling method are you using ? WMI or Agent or SNMP ?
Plus in your email are you using the same variables as mentioned in the built in alert ?
The CPU on ${Caption} is currently running at ${CPULoad}. The top 10 processes running at the time of this poll are listed below:

Is your path correct for the process capturing in the level 1 escalation step?
Example from my environment:
C:\Program Files\SolarWinds\Orion\SolarWinds.APM.RealTimeProcessPoller -n=${NodeID} -alert=${N=Alerting;M=AlertDefID} -alertId=${N=Alerting;M=AlertID}

I think it will depend on your install and where your actual .exe is located. Another issue could be the timing you have allowed for the collection of the data to then attach to the email. Make sure you allow enough time for the process data to be collected before you fire off the email with the stats.
