I can't get get TCP port 19 to get through to monitor Network Speed (Using IPMonitor)

I have ServerA that IS ABLE to be monitored through the required TCP port 19.  Windows firewall is off.  When I port query it, it tells me that it is listening and I'm able to Network Speed Monitor it successfully. 

I have ServerB that has TCP port 19 as "NOT Listening", thus I am not able to get Network Speed Monitor to work.  It is on the same subnet.  Its Windows Firewall is also off.  They are in the same OU for GPOs.  Both are running the same OS - Win2012 R2 Datacenter.

What other setting(s) should I look into to get ServerB to listen to TCP port 19?
