Not Authorized to Approve Change Advisory

Does a person have to be a Tech in order to be part of a Change Advisory Board (CAB)? I've got a person who is a second-level approver for Change Advisories. He is getting an error when clicking the approval link. The the error says he is not authorized to submit approval emails.

A person does not have to be a tech to be in a CAB. Can you please elaborate on what you mean by a second level approver? Do you mean they are the second cab in a mufti stage approval process?

Yes, they are the second approver in the approval process.

If this user logs into the website as opposed to the direct link in the email and clicks the approval tab do they see their approvals?
