Is it possible to clone a FIPS encrypted WHD to another server for testing?

I have been unable to upgrade or clone a currently running production WHD instance encrypted using FIPS to another server for testing before attempting to upgrade production. Is there any documentation regarding upgrading WHD that is encrypted using FIPS? (Windows server, PostgreSQL embbeded).
