Email clients on Incident tickets via the linked Problem ticket

In the process of rolling out WHD I found that if you add a note to a Problem ticket it also adds that note to the linked Incident tickets which is great.  The problem that I ran into is that clients don't seem to see the note that is added to their incident ticket and it also doesn't email them when that note is added to the Incident ticket from the Problem ticket.  Am I missing something or is there a way to change that behavior?
