Optional Require note from Tech upon Closing a Ticket

Just like the title says; adding an option in Request Type to require a note from Tech upon Closing/Resolving/Temp to Closing a ticket.

This helps ensure customer service without blindly closing tickets. Can/should be used side by side with bulk actions. The difference is of course, the check exists that everyone is following procedure. While you could add a custom text field to a status type, the obvious better solution would be to use the pre-existing Note field, and it keeps things much cleaner.
