Create a CHILD ticket from within a TICKET, now making that ticket the PARENT.

This should be a "no-brainer", you should be able to look at a ticket and realize "there needs to be an additional ticket attached to this". WITHOUT having to create a normal ticket & THEN try linking the tickets either going off MEMORY of knowing the ticket to link it or trying to find the ticket on the side bar.

IT is busy enough in most organizations, the current process is absolutely wasting a technicians time.

Add a "+" (plus sign) to a ticket that would allow you to click it and would allow you to enter details almost as if it was a new ticket but after clicking "save", it would link the new ticket to the original (now parent) ticket from where you clicked the "+" and that would now be a child ticket.
