Unable to establish connection: Connection refused: connect

Hello All,

I am trying to install the Solar Winds Web Help Desk. Each time I try to connect to the PostgreSQL database, I get the error "Unable to establish connection: Connection refused: connect". Any assistance in resolving this error would be highly appreciated.

What version of WHD are you installing and onto which sort of Server? Additionally are you using the internal PostgreSQL Database or an external one you have created yourself?
