How do I enable Dashboard for some Web Help Desk tech users?

I'd like to turn on Dashboard for some tech users but not all

I looked through Setup and it seems the only way to enable Dashboard is through Tech Permisions

What if all my tech users are in a Default permissions group and I only want some of those users to have dashboard while others I do not?
