Granular Access Control

By default, VMan allows users to create content that is world-readable, world-writable and private.  While admins can constantly monitor content and change it to private if a non-admin user creates it as world-readable or -writable, it would be preferable to be able to control the type of content that user accounts can create.

Idea:  All granular access control to all content types to allow admins to define what types of content a user account can create.  World-writable, world-readable or private.
