orion "DRS vMotion Rate" - What is it?

Looks like it's a rating number to help decide when something should be moved:

For the record, naughty of vmware to to be using a rating and calling it a rate. quite different meanings.

Also, it is not the value i recognize from the vsphere cluster configure "Migration Threshold" slider - but it's complement

(mine is "2" in vsphere client).
