VM Latency compared to Datastore Latency

We are seem discrepancies between datastore latency and VM latency. Do anyone else experience this?

For example I have latency reports that look like this:

Datastore Average/Peak: 0.6ms / 7ms

VM's in that datastore: 5ms / 60ms
