Non functioning setting in Managing Accounts of Orion

These settings exist in SolarWinds Orion Manage Accounts that are designed to "specify management rights or limitations."  Unfortunately, although they are displayed they do not function correctly for me.  According to the support technician it is designed to fail.  Although this makes no sense to me, I am following his recommendation and requesting a feature request.  My request is to allow the Manage Accounts option to function when Managing Accounts.  Initially, the change desired is to change Allow Alert Management Rights to No on an account.  This option is not allowed for an account that has Allow Administrator Rights set to Yes.  Changing Allow Administrator Rights to No would then enable the function to set Allow Alert Management Rights to No.  This works correctly and is actually correct for that user account since it removes the ability to create IDs and change passwords.  What fails is the Allow Node Management Rights setting.  If you set it to Yes, it behaves as if it is set to No.  Again, the support technician told me that it was explained to him that this is working as designed.  If that is the case wouldn't the option be removed or disabled as it was for the other setting?  Why would you be given an option to Allow Node Management Rights that could not be set to Yes and actually function as it had before you set a different option to No?  My feature request is to fix the Allow Node Management Rights option when the Allow Administrator Rights is set to No.
