Can I directly run upgrade file >> Latest Hotfix Installer (Offline) - Use to install the latest released Hotfixes for all Orion products on the Orion Platform 2020.2.1 - Hot Fix 2 << in My Orion Server.

It totally depends on what modules you have in your environment.

Baseline is yes it should be possible to upgrade directly from 2018.4 to 2020.2.1 but there are certain considerations as their is a small shift in certain things between 2018.4 and 2020.2.1, hence its always better to use upgrade advisor.

For example: If you have NPM in your environment in 2018.4 you had syslog viewer, snmptrap viewer and you could still use Report Writer but that isn't the case with NPM on 2020.2.1, the things i mentioned are deprecated in 2020.2.1 (syslog and traps are web based now and we use web reports and we can no longer use report writer). Hence use upgrade advisor, read the release notes and its best to raise a case with SolarWinds, as well check on Hardware, OS Version, SQL Version that you are currently running on (as well check on SQL Instance you might need an additional instance for LV).
