Node Level - Threshold option like SAM Components

This was provided under the node status improvement provided in Orion Platform 2019.2 Release Notes which correlates to the SAM 6.9 & 6.9.1 releases.

we have a need for this as well and additionally, have run across the need for x out of y polls before marking an object "down"; this is not available in SAM either (need for node down, app, etc..).

this is really needed - the only fix for short term spikes is to modify the alert.

SAM has already proven how effective thresholds like "3 out of 5" or "2 consecutive" can be - NPM needs to catchup

Agree.  Also, we need them at the component up/down level.  I am getting some SAM Application components alerting as down (for one polling cycle), but they really aren't (caused by some flakey/random issue with the SNMP polling on the Linux oracle box).  So, I assumed SAM 6.1.1 had this feature and looked for it, but it wasn't there.

After looking at this in a wider scope, this should be true for all threshold options across the Orion Family.
