Integrate LEM E-mail template into Rules screen

All,

Please consider the following suggestions for the Rules screen.

1. There are no hover-over descriptions for rule category/sub-category objects. There should be.

2. PLEASE integrate the e-mail template builder into the rules screen like so or something similar:

Obviously I didn't spend any time on the interface design, but you get the idea.
