You can enable FIM on a Windows server but if someone is accessing Folders/Files on that server through a share it does not log anything. No normal user can log directly into a server almost everybody is accessing the data through a share, so what good is FIM if you can't log the user actions of users accessing the share. FIM needs the ability to log these actions.
