Windows Agent Remote Installer Error with 6.7.0

I am trying to install the Windows Agent on some new PCs that we have and I am seeing the error:

"Registering app with Add/Remove programs failed."

I am running the remote installer from a Server 2012 R2 system as I do not have any Windows 7 PCs anymore.

I am having the same issue with the 2019.4 installer very frustrated at lack of clear instructions and troubleshooting I have installed IP Address manager, configuration manger performance monitor topology mapper and Security event manager on a simple network with 2 physical and 4 virtual machines. Not a single application is working properly.
We have purchased licenses and I am just using this simple test network to verify the install process and any issues.
