WMI Credential authority


What authority on each Windows server does the WMI credentials need to perform the necessary polling? So far in my testing if I don't make the user an admin then I can't open the Serivce Control Manager. Does it have to be admin or can it be a little less powerful? The auditors will pitch a fit if I have to make it an admin on every box. Thanks for any help.
