AppInsight for SQL - Requirements and Permissions Question

I'm reading through the AppInsight for SQL Requirement and Permissions documentation. Can someone help clarify what the "Administrator permission at the host level" means. Is it referring to the server Operating System (local admin)?

I'm looking to use agentless monitoring of the OS with WinRM. I would like to create a separate domain account specifically for Appinsight SQL monitoring; however, I do not want to create two separate service accounts both with local admin access to the OS. With agentless monitoring, can I get away with creating two accounts: One dedicated to OS level polling (local admin), the other dedicate for AppInsight for SQL (database level permissions)?
