APM v3 not in customer portal?

When I go into our customer portal, I only see APM v2.5?

We have maintenace, and I can DL the 3.0 Hotfix, but cant find the actual 3.0 package anywhere.  I really dont want to open a support ticket for this if I am just missing a step somewhere
