MSI Is Installed rules don't work?

Question

So this is one example, I am trying to deploy EMET 3.0 via PatchManager. This seems to happen with practically anything however. It has the ID of DE7A5DDF-47B3-42FF-A082-E158DEA37392 and I create the following MSI rule and get nowhere http://imgur.com/0Bmsg

This happens regardless of what package I use, it seems like MSI rules do not simply work. It's very bothering. It doesn't matter what client OS I use as well.

Where should I be getting these ProductID's from? I got the Product ID from "Get-WmiObject win32_product" and receive the following information. This matches "MSI Product Code" in PatchManager.

Name : EMET

Vendor : Microsoft

Version : 3.0.0

Caption : EMET

It appears to be working, after I republish the binaries (although they haven't changed)
