IP Group Functionality Improvements - UX/UI

I'd like to see three things.

1: Stacking IP groups. If I have an IP group that is a a /16 I want to be able to put a /20 within it and have them stack.

2: When adding IP groups to Orion, I'd like to be able to enter CIDR. Example: O365 and Skype ranges.

Partially implemented; the CIDR notation for IP Group authoring within NTA was implemented. There's still an open request for nested IP groups, and the logic to evaluate those.
