On Call Rotation feature

It would really help to have a feature for configuring an on-call rotation and escalation so that the on-call person(s) will get the alerts according to pre-configured schedule.  It should be able to assign different on-call person for groups of systems / departments, configure primary and back-up on call recipients and allow for easy modification to account for shift swaps, etc.
