note: we don't run it, because it slows us down too much while doing an upgrade.
1. allow this to poll all of the nodes in the database, not only the ones on the current polling engine. it's not convenient to have to running on several polling engines during an upgrade
2. Allow the tool to be run on a different server/workstation -- when you are in a failover engine scenario the network connectivity is unstable due to the shuffling that needs to happen.
e.g. I could ask someone else in the NOC to have this running on their desktop, or on one of our other windows servers...
3. allow filtering or sorting on the node status, so down nodes are easy to identify.
