I find that creating alert actions in the middle of creating an alert often derails the process.
I would like to decouple the creation of alert actions from alerts themselves - that is, I would like to sit down and design/create/clone a handful of Alert Actions, before I ever go into the alert editor.
I don't know what WhatsUpGold is like these days, but a decade+ ago WUG had something called an "Alert Library" (I think) that worked as I've described - you could go in and create alert actions separately from alerts, and then just choose your alert action from the library while creating an alert.
It seems like the fundamentals of something like this already exists: you can choose an existing action from a list while creating an alert. If I could just create an alert action from the Alert Manager panel, I'd be set.
