Which is best to do a forecast of available bandwidth - Average Throughput or 95th Percentile?

I have an OC3 (155Mbps) used by SAN to SAN traffic where I need to forecast available bandwidth (without knowing volumes of course...) :)

Which method is best to determine or forecast available bandwidth, is it using 95th Percentile or Average Throughput?

I'm leaning toward 95th Percentile, but I'd like to hear other opinions or experiences.

Also - it would be nice to have an alert to kick off when nearing my forecast threshold...anyone made any alerts like that yet?
