This sounds like one for Solarwinds support if I'm honest.

If you can afford down time, I personally would run config wizard when after you complete the steps again. A lot of bug issues seem to be fixed with a re run of config wizard.

I know that they are saying its an OS fault or anti virus but I personally doubt that. It would also be worth re installing the framework.

Failing that you could always set up a WPM Transaction to monitor it, then create an alert to fire off and from the script to automatically do the fix that Solarwinds suggest

i will give it a try with re running wizard.

it's normally caused by an unexpected NULL value in a column in the database -- the WebUI logile will normally give a better hint as to where.

the error gets thrown when the application trys to convert the value into a string and an exception is thrown.
