Hi Geeks,

Can someone ever meet with the same issue?

Unexpected Website Error

Could not load file or assembly 'SolarWinds.Licensing.Framework, Version=3.0.0.477, Culture=neutral, PublicKeyToken=0bdb206719860e1f' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)

if there's something missing, then best to check if the anti-virus is not blocking solarwinds files.

next, if no anti-virus present or the files have been exempted, then it may be that the file indicated on the error is corrupted.
have you tried running Core repair?
Go to Start > Control Panel > Uninstall a program > "SolarWinds Core Services" > REPAIR
