Telnet not working from System Manager

I just upgraded to Server 2008 and NMP 9.5. When I right click on a device in System Manager and select telnet nothing happens. It does not work from the web interface ether. The Telnet client is installed and works from the command line. This feature used to work in NMP 9.1 SP5 on server 2003.

Please help!
