Solarwinds Log Manager

In the Log Manager installed with the latest Solarwinds release (2019.4), is there a way to forward syslog events and spoof the source IP like there was in the old built-in syslog collector? We had rules to forward config changes to our seperate NCM instance but I don't think I can do that any more.

Also, is there a way to write the logs to a file? I can't seem to figure this out. In the old version we would write VPN logs out to a file and then discard them so they didn't get put in the database. This doesn't seem possible any more either.
