Session timeout

I found that configuration setting PRODUCT SPECIFIC SETTINGS > Web Console Settings > SESSION TIMEOUT has priority over Manage Accounts > Disable Session Timeout. Is it aimed/planned feature or side effect of platform 2020.2.1?
