RFE: Self Surpression

In the alerts engine, it would be handy to configure alert supressions to supress to itself.

For example, there is an MLPPP bug in some versions of Cisco code. I want to trip an MLPPP alert if my RX bps is 0, but I also want to surpress this alert if:

TX bps of the same interface is 0 or
Status of the same interface is not up.

I'd rather not write up a ton of alerts that all do the same thing.
