NPM : inaccurate reponse time?

I have a line of business system hosted in the cloud that I'm monitoing for status only ie NPM is pinging it once every 120 seconds.

The graph shows the response time varying up to about 200+ ms

Yet when I ping it from my NPM server I get a steady 9 - 10 ms (similar results from my desktop PC)

My polling engine doesnt seem to be stressed:

Anyone have a clue why NPM is giving much higher and erratic response times?
