NPM 12.0.1 : How to enforce interface status down when routing down or missing?

We just got a problem related to interface status and routing. We added nodes by SNMP protocol. When the router is missing routing configuration or routing down, it shows a status of the interface to UP. Generally, Connection on map interface of the router is shown status UP or Green (Pic1) but we need to enforce interface status to Down or Red. We try created BGP alert but not working (Pic2). Any Suggestion.
