Interface SNMP info not matching CLI output

I have an SVI on a Catalyst 6500 that is showing an transmit rate of 175Mbps in Orion, but the CLI output shows a 5 minute output rate of 0 bits/sec.  This particular interface only receives Dense mode multicast groups, and there's an output ACL that blocks almost all outbound traffic on the interface.  If the ACL wasn't there, I think the 175Mbps might be accurate due to some other dense mode traffic that would be flooded out the interface.  Does the SNMP data get stored before the ACL is applied to the traffic?
