Index rebuilds on Windows SQL 2008 R2

NPM and NCM tables on a dedicated SQL instance using Windows Server 2008 R2 Standard on a NPM 10.4 and NCM 7.1.1., are averaging over 90% fragmentation.

Therefore, we've scheduled index rebuilds, and given we are using  standard version, see that online rebuilds are not possible.

Given that, wanted to see procedurally if this mainatenance is as simple as:

1.) Ensure recent backups of NetPerfMon and ConfigMgmt dbases

2.) Shut down ALL services on our integrated NPM/NCM instance

3.) Perform the index rebuilds

4.) Turn on ALL Orion services on NPM/NCM instance
