There is a 'free' version of the toolset but the fully functional one is something you have to purchase.

HolyGuacamole is correct, if you want to do realtime views you are going to need Engineer's Toolset, specifically this tool Interface Monitor Tool | SolarWinds.  The Engineer's Toolset is a collection of tools and, most recently, was changed so that you could integrate the toolset with your NPM instance.  There is a great YouTube video on it in the link that HolyGuacamole posted --- but here is the direct link.  https://www.youtube.com/watch?v=YE2rKHeqlAA

For real-time interface utilization you definitely need to purchase the Engineer's Toolset.  NPM data collection intervals can be as frequent as 1 minute though I highly recommend that you be very selective about the number of devices that you poll that frequently as it can have an adverse affect on your Solarwinds instance as well as your target device.
