How to Configure real time notification in NCM of orion
If you're asking about downloading configs when they're changed in real time, they have it in the manual:

on page 135. It's quite a read but if you read through it carefully it becomes easy.
Go to Settings -> NCM Settings -> Real-Time Change detection Setup. Once you are there follow the steps. Here is the links for the SNMP trap configuration & syslog configuration
