Having two separate alerts in a parent/child relationship

I have two alerts:

Alert when WAN interface is down

Alert when BGP routing neighbor is down

I want to suppress the BGP routing neighbor is down alert if the WAN interface is down. Is there a way to make one alert the child of another alert? The two alerts are in completely different categories. One is under "Routing Neighbors", and the other is under "Interface". If they were both under the same category to alert on, then I could just combine them into one alert, but I can't in this scenario.
