I, personally, haven't worked with Cisco ISE hardware/software for quite a few years. Hopefully someone else in the community has more recent experience. But you did post this to the correct space. Provide any details that you have - are you currently monitoring the devices another way (SNMP/WMI/etc), do you know what looks like a triggered failover (logs, OID change, etc.), version of Orion platform products you are using.
Having that information will help the community out a bunch to try and provide a solution.
